Supporting Immigrant Families Within the Child Welfare System A Grant Proposal
by Gabriela Cruz (Graduate student)
Abstract: The purpose of this grant proposal was to seek funding for a program that would create and deliver services intended to educate and support immigrant families who have open cases with the Los Angeles County Department of Children and Family Services (LA DCFS). A review of literature is provided with information describing some of the different challenges and obstacles the immigrant population faces and ways this population is further oppressed and marginalized through policy. The literature review also identifies key theoretical frameworks and non-population specific identified positive outcomes of the proposed program. This program for immigrant caregivers is intended to provide caregivers with knowledge, information, resources, and a social and professional support network that will increase their family functioning, improve their parenting, and decrease their chance at repeating behaviors and actions that led them to enter the child welfare system. This proposed program will be implemented at the Torrance Regional office of the Los Angeles County Department of Children and Family Services with the financial support of the American Legion Child Welfare Foundation. The actual submission and/or funding of this grant were not a requirement for the successful completion of this project.
